Operational structure STRUCTUREUnder the guidance of the State Affairs Commission the Bureau consists of several directorates and a detection squad, and exercises unified guidance over the computer security work of the state. First — Boundary Watch Directorate
The Boundary Watch Directorate keeps track of the computer liaison order of institutions and the state of boundary duty, and guides the reporting of unauthorised contacts and suspicious movements. Its officials shall raise responsibility in the handover of duty and in the dispatch of notices, and shall not neglect even small anomalies. It cooperates with the relevant organs according to the instructions of the Bureau and strictly prevents the unauthorised spreading of unconfirmed content. Watch records are kept according to the established procedure, and the state of handling is reported to the responsible official. Second — Institutional Guidance Directorate
The Institutional Guidance Directorate studies the execution of computer security discipline in state institutions and their subordinate units, and guides them to correct deviations arising in their work. A unit under inspection shall report its actual condition truthfully, and its responsible official shall personally take charge of resolving the problems raised. Guiding officials shall examine the conditions of lower units concretely and reject formalism and expediency. Good experience shall be generalised widely, and follow-up work shall be carried through responsibly so that the same defect is not repeated. Third — Technical Research Directorate
The Technical Research Directorate studies computer security means and inspection methods suited to our conditions, and organises the creative cooperation of the relevant research institutions. Research officials shall discard reliance on others, firmly consolidate the foundations already laid, and solve the problems raised in practice. The introduction of research results proceeds according to the relevant deliberation and approval. In the custody and transfer of technical documents the principle of secrecy shall be observed, and unverified methods shall not be applied irresponsibly in the field. Fourth — Education and Training Directorate
The Education and Training Directorate organises the political study and computer security study of officials and personnel, and guides the training work of each institution. Study shall not stop at memorising phrases but shall proceed in close connection with the actual work of one's own unit. In training summaries, evasion of responsibility and empty formality shall be rejected, and defects in the order of cooperation shall be analysed concretely. Model study methods and good experience shall be generalised so that the vigilance and practical qualifications of all members rise continuously, and the state of their execution shall be examined regularly. Fifth — Document Discipline Directorate
The Document Discipline Directorate establishes the order of dispatch for the notices and instructions of the Bureau, and keeps track of the handling of classified documents in the relevant units. In the drafting, registration, transfer and custody of documents, the approved procedure shall be strictly observed. The official in charge shall responsibly confirm the accuracy of the content and the addressee, and shall not hand over a document according to personal convenience. Disposal of documents for destruction and documents for retention follows the relevant regulations, and the state of handling shall be confirmed by the responsible official. Unit 9 — Facility Detection Squad
The 9th Detection Squad takes part in the facility watch work of the Bureau and performs the task of examining anomalies around cable trenches and machine rooms with the use of detection dogs. The activity of the squad proceeds under prior consultation with and approval of the facility management unit. The reactions of the dogs are notified to the relevant department after re-confirmation by the official in charge, and are not taken as a conclusion by themselves. Members of the squad shall strictly observe facility protection discipline and animal management order, and shall not disclose internal matters learned in the course of inspection. |
