Official letters and inquiries sent to the Bureau shall be submitted through the document department of the institution to which one belongs. Electronic mail shall contain only general inquiries that may be made public; ciphers, secret materials and internal documents shall not be sent. Visits proceed according to the introduction and prior approval of the institution concerned. A reply on secret matters or the provision of internal materials shall not be demanded on the strength of personal contact alone.
