Tom Gousseau (Comrade Tom Gousseau)
Official, boundary watch section, First Directorate · First Directorate, boundary watch section
Comrade Tom Gousseau responsibly carries out the confirmation of duty handovers and notice documents in the work of the boundary watch section. When he discovered that the institution name and the reply route written in a received document did not correspond to each other, he did not pass it off as a simple clerical error but reported it to the responsible official. The liaison concerned was held until confirmation was completed, and was handled according to the established procedure after a correction notice was received from the unit concerned. At the summary he said that collective confirmation and discipline observance are more important than his own judgement. The Bureau evaluated positively his accurate arrangement of handover documents and his clear transfer of unsettled matters to the member of the next shift. This experience was reflected in the practical study of the boundary watch section.

The 9th Detection Squad assists the physical inspection of cable trenches and the surroundings of machine rooms with the use of detection dogs. The dogs are trained for the smell of overheated insulation, the smell of ozone accompanying electrical discharge, and the scent traces of persons who entered without approval. A facility management official accompanies the inspection, and the dogs are not brought close to machines in operation or to exposed lines. A place where a reaction appears is marked and then re-confirmed by the technical official concerned. Failure or intrusion is not concluded from smell alone, and notification and follow-up measures follow the established chain of command. The squad ensures the health and rest conditions of the dogs and sees that inspection does not disturb the normal work of the institution. |
