Technical advisories and defensive instructions.
Bulletins are issued by the Third Directorate for responsible institutions. Each entry states an observed condition and a required verification. Receipt shall be recorded; correction shall be reported through the designated channel.

Notification standard
A bulletin is not an incident report. Institutions observing a condition corresponding to an advisory shall protect safety, preserve records and notify the designated reporting authority without unnecessary delay. Reference the bulletin number in the report.
